In Update 1.1 the fear duration was halved to 1s, and changed to increase the target's movement speed by 50%.
In the 1.1 October patch The Siren's Wail was reworked. Prior to this patch Rain of Arrows applied Weaken, and Snapshot could consume Weaken to deal 50% bonus damage and inflict a 1s fear.
