Sir Magnus the Overseer is a Level 66 V Blood Carrier.

Location

Magnus can be found in the Sacred Silver Mine in Silverlight Hills. Magnus is at the mouth of the mine, blocked by a gate which cannot be opened from the outside. Skirting the western or eastern edge of the mine's perimeter heading north, the player will find an entrance by jumping from a series of ledges. To exit the mine, Magnus must be defeated or sprinted past to open the gate with the interact key (F).

The "daughter" mentioned in his description is most probably Keely the Frost Archer, as she was banished from the Dunley militia. In addition, both characters have an affinity with frost magic.
By extension, this would make Vincent the Frostbringer his son, as his description alludes to them being siblings.
